Mr. Grooms is a founding partner of Quattlebaum, Grooms, Tull & Burrow PLLC. Mr. Grooms represents banks, savings and loans, real estate developers, real estate brokers, and other clients in a variety of transactional and litigation matters. Mr. Grooms has substantial experience in real estate and general commercial lending transactions and commercial litigation, including many years of active bankruptcy and litigation practice on behalf of creditor clients and defense of lender liability and other complex commercial issues. Mr. Gooms has been frequently involved in matters of eminent domain, including representation of owners of the present site of the William Jefferson Clinton Presidential Park in downtown Little Rock and condemnation of the site presently occupied by Alltel Arena.
Mr. Grooms is a member of the American College of Real Estate Lawyers (ACREL), a member and officer in the state chapter of the International Council of Shopping Centers (ICSC), and counsel to numerous banking and real estate industry groups, including the Arkansas Community Bankers, Arkansas Rural Rental Housing Association, Arkansas REALTORS® Association (including numerous local REALTOR® boards), Arkansas Homebuilders Association, and the state chapter of the Building and Office Management Association (BOMA).
Among completed transactions, Mr. Grooms lists numerous retail shopping center developments, apartment complexes (including units providing low income housing), office buildings, educational institutions, hotels, hospitals, related clinics and ancillary facilities, and charitable non-profit developments. Mr. Grooms is legal counsel to mixed-use horizontal property regimes, including creation, development and operation of 3rd and Commerce Center in Little Rock (residential and office), First Security Center in Little Rock (retail, hotel, residential and office), and 300 Commerce (residential and commercial). He is also legal counsel to a number of retail shopping centers, including The Mall at Turtle Creek in Jonesboro and The Shoppes at North Hills in North Little Rock. Mr. Grooms serves as legal counsel to Arkansas’s premier sports and entertainment facility, Alltel Arena in North Little Rock, a $75,000,000 project. Mr. Grooms assisted with property assemblage and condemnation and later handled all other legal aspects for the Arena, including construction, management and operational matters. Mr. Grooms was real estate development counsel for development by Heifer Project International of its present World Headquarters.
Mr. Grooms is a frequent lecturer to banking, real estate, and construction industry groups and industry regulators and to the Arkansas Bar Association. Lecture topics have included bank and bank holding company regulatory issues and issues of interest to real estate lenders, contractors, appraisers, developers, and brokers.
Mr. Grooms received the highest score on his state’s bar examination in 1984, the year of his admission to practice law. Mr. Grooms has been recognized by local publications (Arkansas Times, 2000; Arkansas Business, 2004) and nationally recognized legal directories ( The Best Lawyers in America, 1999-Present; Chambers & Partners Directory of America's Leading Business Lawyers, 2002-Present) as among the best lawyers in the State of Arkansas and the nation.
