William A. (Al) Eckert, III
Of Counsel

Environmental Law

Mr. Eckert has been with Quattlebaum, Grooms, Tull & Burrow PLLC since 2002. Mr. Eckert has an extensive practice in environmental law representing clients with federal and state regulatory agencies, environmental litigation, environmental transactional issues, and oil and gas regulatory matters. He is recognized by Mid-South Super Lawyers in the area of Environmental Law.

Mr. Eckert was the former Chief Counsel for the Arkansas Department of Environmental Quality and he was recognized by the Environmental Protection Agency, Region VI, Criminal Investigation Division, for contribution to environmental criminal enforcement in 2001. He was named Arkansas Governmental Manager by the Arkansas Public Administrative Consortium. Mr. Eckert currently serves as a member of the Environment, Energy and Resources section of the American Bar Association. Mr. Eckert has served as Program Chairman for the Environmental Section of the Arkansas Bar Association and is a member of the Arkansas Bar Foundation. Mr. Eckert has represented clients regarding compliance with regulatory requirements involving culturally significant and archeological properties and endangered or threatened species issues related to property development. Mr. Eckert is a member of the U. S. Green Building Council Arkansas Chapter and lectures frequently on environmental issues arising in property development.

Mr. Eckert is also a frequent lecturer on issues relating to environmental law and was named "Best of CLE" lecturer on environmental law by the Arkansas Bar Association in 2000 and 2002. In 2005, Mr. Eckert was awarded the Writing Award for Legal Writing by the Arkansas Bar Foundation. He is currently a certified mediator with the Arkansas Alternative Dispute Resolution Commission. Mr. Eckert serves as the Sr. Warden for St. MargaretŐs Episcopal Church in Little Rock, Arkansas.

Mr. Eckert attended Hendrix College and upon graduation from the University of Arkansas School of Law in 1978, served as Law Clerk to the Honorable Oren Harris, United States District Judge, from 1978-1979.

Mr. Eckert is also the author of “Environmental Issues for the Arkansas Lawyer,” The Arkansas Lawyer, 2004, v. 39, No. 2 (Spring), 16-21.
